Why a Phase I?
A Phase I Environmental Site Assessment (ESA) is a comprehensive review of a property to identify any potential environmental concerns or contamination risks before purchase, development, or financing. It includes a records review of historical uses, regulatory databases, and past ownership; a site inspection to observe current conditions; and interviews with owners, occupants, and local officials. The goal is not to test soil or water but to determine whether any Recognized Environmental Conditions (RECs) exist and whether further investigation—such as a Phase II assessment—is warranted.
